The additional fee is because the cost of server in UK is costlier than in USA (according to Namecheap)
Which to choose from, ideally it should be UK because it is closer to this nation than USA and from their recommendations, it is advisable to select a datacenter closer to the audience your site would serve.
But does this really matter, I don't think so.
Choose USA, that $12 could serve a better purpose.
